I think it's just something cheap that shuls can serve erev pesach for the bechorim. Never seen it anywhere else.

We used to get them when I was a kid back when that was really the only pesach nosh you could buy.
Not to mention that all the Ostrovitsky and Schicks stuff is like $8.00 a box and macaroons are still relatively cheap.
