I thought the p.s. rule only applied to normal upgrades and not to the award upgrades.
Transcon flights are really tough upgrades. Esp hub to hub.
LGA/EWR-CLE-LAX would be far more likely.

I once did a change on a Club Card acct, and the fee was $50 instead of $75

Your right its on United.com
Members who hold a Chase-issued Presidential Plus Credit Card or United MileagePlus Club Card are exempt from the minimum flight criteria as long as their card account is in good standing at the time of qualification.

minimum flight is to earn your status stop spouting stupidity and falsehoods. To earn status u need a minimum of 4 flights operated by united and this has nothing to do with fees! Your really pissing people off can you just stop it already!
