2 quick questions: Credit Utilization and "too much credit"

Credit Utilization:
This question is based SOLELY on the scenario where all other aspects are fine. (on time minimum payments etc.)
If I max out all my cards, and say my score drops 50 points, will my score bounce right back up the 50 points, once the cards are all at a 10% (or whatever - paid up in full) - weather it takes a year or a month.

Too much credit:
what is the situation where a person can have too much credit? is it related to the overall picture of under-utilization?
