but that was my experience i'm assuming others will argue

What did he say it is connected to? I change by him quite regularly and the rate he gives me is generally 1 point off of xe.

Even if he doesn't base his rate on XE, if he's following the forex rates in general then there'll be correlation between his rates and xe's rates.

the bank of israel sets the yetzig daily. when i refer to the xe rate, i mean the rate at the time im transferring, since we all know the rate fluctuates throughout the day.
when i called this particular fellow, he quoted me a rate that happened to be 2 points off the xe rate and told me he doesnt take the current rate into account = his rate has nothing to do with the xe rate
the guy i change with gives me 2 points off the rate at the time of exchange.
as i will be changing large quantities in the near future, im seeking something better

I use a credit union credit card at an israeli atm machine. With these, you can find ones that have no forex fee, and you get the shekels out at the rate in the paper with no fee. These cards usually limit your daily withdrawal to 500 to 1000 dollars per day.

He may have told you that but his phone is on the table right near him and constantly updates to the current rate and iv'e seen him look at it. He may give different rates to good customers, you never know.
