My experience/take:
Never noticed an Arab presence (maybe hotel staff?)
when I was there about fifteen years ago the young secular crowd would move out to TLV and arabs would move in, housing was cheap since supply was up and demand was down,
no one was interested to live in that area.
chariedim has a housing crisis and many Chasidic courts saw Tveria as a solution, the demand went up and so did the housing market, a mizrachi told me while I was there that he is so exited that chareidim are coming and that rav kook told him that in another 10 years Tveria would be like bnei brak, (I wouldn't be excited if I would hear such predictions)
the area near the kineret is a mix of secular and traditional historical land, shuls, batai chayim etc,
higher up is where the chareidim buy for housing and its a mix between secular (moslty elderly but also some young), Arabs and frum
