just FYI
the IDF has a status called בן מהגר that allows full entry to israel for children of citizens who fully live abroad. it allows for short visits to israel without IDF obligations, and allows for 1 year of studying without obligation. additionally that can be changed by registering in certain yeshivot and then the study exemption can be extended for up to 4 years. with restrictions. For that reason, a person coming due to his bar mitzva will not be given a hard time as long as his stay is not long.

Jake is def eligible for ben mehagrim. which would allow him to come to IL for at least a certain period of time w/o worrying about the army. In any case, this just needs to be taken care of in the next 5-8 years and is not urgent for right now before the Barmy.

That said, it's probably not worth risking it, it makes sense to pay $7 and apply for the ETA-IL.
That's what chaim vchessed says. depends on the inteligence of the checkin agent, which is never a good gamble.
