Whats a Desktop Deal:

There are many factors you need to take into account in order to make something a deal. Manufacturer, Product line, Specs and warranty are usually what to look at when figuring that out. You need to consider prices as well, sometimes you get a price so hot that it doesn't matter what company it is.

Generally speaking here are the guidelines for Intel processors:

i3 8th Gen processor - Under $300 is usually a hot deal, Under $350 is decent
i5 8th Gen Processor - Under $400 is a Usually a Hot Deal
i7 8th Gen Processor - Under $600 is a Usually Hot Deal

to be continued....

2 Problems.
1) Refurbished Hard drive are awful!!!!
2) you know how sometimes you have a computer thats a lemon, You keep replacing parts and it still makes issues. That can be the refurb that you buy.....

I'm a tech so its hard for me to answer, I guess its a question of money at the end of the day....
I would buy scratch and dent machines faster than refurb.

you should be fine.

I highly doubt you will be able to get them to replace a refurb machine. They sell it cheaply for a reason.

Looking for a desktop mainly to be used for browsing the web and maybe to save a few files/programs but no heavy usage other than internet.
Speed is of essence.
Would appreciate any recommendations.

Budget???
Obviously I'm looking for a deal, as the title of this thread denotes ;)
Speed is a must so I guess the cheapest available for my simple needs which are the highest possible speed for internet usage (including many open tabs on various browsers).

Thank you.
So just to get this straight:
This is the fastest for internet usage and if I would want something cheaper I would be compromising on speed?

I hear.  How long would it stay fast for the usage I described?
Also would you mind posting cheaper options for just internet usage (speedy)?
Thanks for your tips.
