Citi in NY pulls from either Equifax or Experian or both. YMMV even by the same person.

If you live in NJ or NY, you should freeze your Experian. They will only pull Equifax then. Otherwise, YMMV.

Your question is like asking "What time will he show up". Post the correct info and you might get the correct answer.

Start with where the purchase was made. Then the day and time. End with your statement closing day.

Data point:
First statement closed with a balance of about $36.00 (after the $200 credit)
The annual fee did not post on my first statement.
Second statement closed Friday (2 days ago) showing annual fee
110K showing in my AA account already.

The impression I am getting is that if you do big spend quickly then the fee hits right away. (Could be cuz they want you to keep it so they make it difficult for you by making you spend 10k in 8 days.) If you spend small then it doesn't hit right away.
 Makes sense?

Makes sense but I don't think it's completely accurate. I have two cards, one I reached te spending threshold on one purchase and the other I'm still a few k short. Both of them had the AF post before end of first statement.

But you still spent a couple of thousand in a short period of time. Still may seem to them that you are rushing to spend it and just wasn't able to in time. So they hit you with the AF forcing you to keep it.

No, I didn't on my second card. In fact my statement closed with no posted charges and only the AF.
