I suppose if most of the service is out of the waiter's control, then it makes little sense. Unless the tips are shared with those others in whom the control is, that is, the kitchen in your example.

Food was mediocre at best. Service was less than satisfactory. Ambiance and vibe; Meh. They tried to rip me off twice. $40 extra then $20. Tipped 30% in the end because I felt bad for the waiter.

It was ruined mostly by the Israeli (owner?) mafioso type running around making rude jokes and pretending to care about the patrons.
