It looks like a variation of Serve with a monthly fee and reloads at a new list of store. TBD if "Cash" reloads will allow CCs.

Yeah but it looks like they don't charge the monthly fee to NY accounts. RTBS if that means created in NY, shipped to NY, reloaded in NY, etc...

It works on the same processing as rc/serve.
Not sure why debit loads wouldn't work. Cc is another story.

Am i missing something? Load limits are $200 per day, 1k per month from one linked DC plus one linked Amex card. So max DC+CC load per card per year is 24k vs RC which is 60k DC per card per year. Why would/should i switch?

That's talking about 'linking' a DC. {5.2. in the wiki link}
Cash loads (which may include DC loading at stores) should be capped at $2500/day, $5000/month
