To be on good terms with him, it would have been more than enough to invite him and leave the visa up to him.

I don't know Israeli politics very well, but it's possible that it would be politically expedient to help facilitate a visa if asked. The point is that the 2 statements are not contradictory.

Are there seriously people who didn't put on tefilin at the kinnus? A friend who was there told me he was asked at least a dozen times!

the are a fair number of 'lay leaders' /supporters there as guests. Some arrive directly there and meet their host shluchim on site. Also various press contacts and such.
I saw a few people putting on Tefillin there
