Nothing. Customer hadn't asked for a return or anything. Just got the grass in the mail in the same package we had sent out.

2 months ago I paid $300 for an airline gift voucher I purchased on ebay and when tried using it 2 weeks ago was told by an airline Customer Service that this voucher was already redeemed to buy a ticket for a flight in May.

I contacted the seller to explain how it is possible and asked to straighten this with me. Since he never responded, I contacted Ebay but was told that their protection covers only 30 days after purchase and was advised to contact PayPal as they have 90 days fraud protection period.

At first PayPal opened a case and told me not to worry since they are placing a hold on the Sellers funds and if he don't respond I'll still get my money back.

But now I received and email from PayPal stating "we have determined the issue you have described or the merchandise or service associated with this transaction is not covered by PayPal Purchase Protection. As a result, this case has been closed and we're unable to take any further action."

The voucher was purchased with Ebay giftcard so I can't open a dispute with a credit company :(

What else should I do? Will filing a police report help? Since we are talking about a purchase of an airline ticket, is it easy to track who redeemed the voucher and how this person got possession of the voucher?

Any advice will be very much appreciated!

I would say contact Paypal again and find out why it's not covered.

paypal/ebay is not covering any gift card purchases if tracking show delivered . if it would still be under ebay protection you would be directed to open a case with the ic3 and then ebay would refund you on there cost.
as of now your only thing to try is to call ebay and ask them if u can still open a case with the ic3 and receive a refund

It's all of $0.76 but calling ebay would probably  indeed be the way to go

I hear ya. That (as well as shipping time) is the reason I will usually narrow my results to USA sellers only. It costs a bit more but I personally think its worth it.
