rental car accident

my brother was in an accident with a rental car friday in five towns, whereas he used a mastercard(an additional card holder) and didn't purchase insurance. he isn't on my fathers insurance plan either.
1- is he covered for liability automatically by hertz's liability insurance?
any tips appreciated.

Who's at fault? If the Mercedes was at fault then he should cover all damages. If he was at fault Hertz would cover state minimum which is either 5 or 10k. Lemme check...

still didn't receive the police report...he heard some "first responders" saying did you see the vodka in his car...still trying to contact them. yet when making a left turn through the oncoming traffic lane even if the mercedes was speeding usually puts the turning car at fault. correct me if i'm wrong

presently i'm doing the ping pong thing with the claims and loss dept. trying to push it along...

So, someone I know (really, not me :) ) had some bad luck and scratched up his (her) car (SUV) pulling out of rental lot!
the rental was with a Starwood card- which as far as I understand is only secondary insurance.

1-They did tell them (as this happened right near the lot) that they can switch the card at time of return to one with better coverage- that make any sense?? Never heard of such a thing...
(If yes- I would ad them as au to my united now ASAP)

2-Any other  advice as how to cover this without it going to insurance?
It's a lot of damage and don't want premiums to go up...
