Not sure what the fullest extent of the law means here. Both actions are stupid here. It seems like this guy was double parked there deliberately for a while.

No I don't think it is. When the Likud Party included it or similar words in its charter, I do not take it to mean violence. This guy has a meaning of peace: “We won’t rest until we have justice, until all people, Israelis and Palestinians, between the river and the sea can live in peaceful liberty,” said Andy McDonald, a Labour MP, at a protest in London organised by the Palestine Solidarity Campaign.
