So is the consensus here that computer programming can be self taught?And if so, is it difficult to find employment without a formal course of study?

the problem is only from a mobile device, that it doesn't produce a valid data string, the same page works on a PC correctly?did you try on different android browsers to see a difference chrome/vanilla etc.
I checked your string here http://www.opinionatedgeek.com/dotnet/tools/base64decode/it was not valid.it's not modified base64 so the bellow wouldn't help you{so maybe this http://stackoverflow.com/a/15114175/4535386applies to you as well}
