Why not block the phone to block the talk and text? And then you're probably better off getting a low monthly plan instead of yearly. How little/much do you think you will use it? And what are you expecting to pay?

They have very good roaming options so it would work worldwide if you need that

Biz rep I spoke to a few months ago couldn't get it, said it was on and off available and seemed like might not come back. But $15 they have and can qualify for promos/discounts off tablets

Those things are Pay as you go, so if you only use little data it will be way cheaper (but if you do use 1 GB of data a month then a plan like what you have is certainly better.)
