This may not be relevant for many but fyi. At Citibank, Citigold account holders with 500K in linked balances (including loans/mortgages) get up to $30/month reimbursed of "other bank's" ATM fees.

Bodega on N Main St (Spring Valley) has an atm with a $.99 fee that dispenses $10s.  The downside: 30% chance of getting mugged on the way out.
