Lost then Stolen Luggage

I have an unique situation, or so I've been told...

Iberia JFK-MAD-BUD. Upon arrival at BUD I was notified that one suitcase was left in MAD.
I filled out the required forms to have it delivered to my hotel in BUD.
When it arrived 30 hours later it was empty.

I spoke to the airline and filed reports with them as well as with the BUD baggage delivery service.

The business class ticket was bought with Avios.

Anyone have any advice on how to receive just compensation?

What can I expect? They told me to make a list of contents. There was an expensive shaitel which I doubt they will pay for.

What can I do?

Can I make a claim with a credit card policy even if card only paid for taxes?

Any advice is appreciated.

Chase and Citi would be the best in this case, if I'm not mistaken. They should both provide protection as long as a portion of the ticket charged to the card.

Would tickets booked with Amex Plat 50% back, that were charged to the plat card be covered? Does the fact that the amount charged was credited by Amex Travel release them from having to cover according to their T&Cs?

I used an Amex plat for the taxes.

I spoke to Iberia and they told me to file a police report. When I said I am already leaving Budapest,  they said I could file anywhere, even NY.

I tried filing in the airport BUD but I was told to wait for an investigator. I couldn't wait. I'll try when I get back.  The luggage people that took my claim there told me I don't need a police report.

Iberia is still refusing to accept liability. They say that according to Int'l Airline Regs they are only liable if the suitcase is broken or lost.

AmEx Plat only covers if you used it for the entire ticket or used MR points together with the card. Not if you use airline miles.

I'm currently trying my home insurance policy.

To be eligible for claim payment, your account must be in good standing on the eligible card that maintains the original charge. This product provides secondary coverage. This means it pays eligible benefits not paid by any primary insurance that you have. For checked baggage, a written report of the loss must be filed with the Common Carrier. For carry-on baggage, a written report of the loss must be filed with a local law enforcement agency if theft is suspected."
