I'm around 16 months since receiving my last 2 personal cards.
Anyone have experience if the 18 month 'rule' is fixed, or is it a rule of thumb?

The way I see it.

Some have gotten approved right after 12 months.

Some needed to wait 24 months.

I guess they made a prsharah.

If you don't wait the full 18 months, and they decline you, do they pull your CR?

Not waiting 18 months will make it that you don't get the bonus now. That's not a reason to get declined for the credit.

They are talking over at Flyertalk that Citi is saying the offers are expired (reports that they applied 3/21/13) - at least for the Amex card - might be the same for the Visa....no word on the Business one...

But CMIIW, they will not approve you within the 18 months. If you get approved it means you will get the bonus.

So I signed up my wife for an AA card on Monday March and got the card on Tuesday. Made a VR run and I was looking at the account and see the statement closed yesterday! Is this normal for the statement to close so soon after card activation? I'm not concerned, I will be making more VR runs and using BB/MVD to pay it off, but it seems ridiculous that it already closed.

Held off on doing the second app.
