I don't claim those skills. I think anyone who has been frustrated by senseless rules, tries in many different ways to get the situation to change, at some point proposing alternatives. If that offer would come early on, proposing would be an accurate translation of מציעים, but when it comes after other efforts such as protest, strikes and lawsuits fail to achieve a favorable result, I would argue that begging is a more accurate translation.

It's utterly ridiculous that recovered people need to quarantine for a week. I want to go, but this is holding me back.

The whole point of all of this is to impose a lockdown without calling it a lockdown or closing the airport. Lots of people cancelled their trips, and now lots of people are cancelling their gatherings.

I fully understood what you meant. All I was saying is that I don't claim to have as good as a grasp and understanding as he had. Yet I feel that in this case my translation was accurate, and I spelled out the reasoning, which I think would bring most to translate it as I did.

Even though usually before flying a Covid test is needed within 72 hrs., To exit Quarantine he needs 1 today. He told me he was told they don't look at that and his test (Photoshop lab) from Tue is good. I told him that it's his risk... After checking in he was told he cant leave and now he's stuck until after Shabbos. So if anybody wants to know if they are enforcing it. Yes they are...

Which just reinforces what I have been saying all along. The Photoshop Lab tests are "caught" only when they are מזוייף מתוכו or an outside reason proves them wrong. I don't know if this individual is being fined for providing a false test, for violating bidud, for both or none. But the simple reality is that the police get updated lists by TZ number (or passport number for foreigners) of those that are required to be in bidud. No paper will bypass that. The only way to get off that list is if the MOH takes you of the list or if your quarantine period expired.

It has been long known that the biggest problem with quarantine is the inability to leave the country, as that will invariably involve an encounter with someone who enters your identifying information, which is matched against the database of those that are required to be in quarantine. It's that simple.

That part was not caught... I didn't hear back if he was being fined or not, just by passport control they didn't let him go through.

So it wasn't caught. It could have even been a test taken at Kupat Cholim or any official place. He would have been stopped at border control simply because he didn't get a negative test on day 7 that would remove him from the list.

Why wouldn't they enforce it? Who in their right mind would think that they wouldn't?

The only issue is the level of enforcement, which is mostly avoiding contact with any government official that will look up your ID. When crossing the border (Airport) it is inevitable.

Which test is required currently to leave Israel? if heading back to US?
does it need to be a PCR? (as i know US doesnt require a PCR for people flying back, but not sure if Israel or airlines require PCR for folks flying out).
