I am renting a car in Israel and was advised to get a letter stating that my credit card covers CDW in Israel. Just called Visa and they told me that Israel is excluded from this benefit. Has anyone here been told otherwise?
That's correct. The Venture x card does not have coverage in Israel. The only Visa signature cards that have coverage in Israel have that option added on by the bank, it is not a Visa benefit. On the other handת Mastercard World Elite does cover Israel. The Savor One is a fee free card that comes as a World Elite card and covers car rentals in Israel.  עולם הפוך ראיתי.

Can a capital one venture X authorized user transfer points to a travel partner just like in chase?

Does Cap1 allow product changes from the Venture to a no-AF card?

I did the online web based application for Venture and was approved but the approval web page said that it needed to send a link to upload photo ID.  I didn't have a phone available and it timed out.  I was able to set up an online account but it shows as restricted and I don't see how I can get that link to upload the photo ID. Anyone dealt with this?

Yes call up, you’ll need to upload a pic while on the phone with them.
