Yes, I found these:

Depending on what you call Mehadrin there are different options
from this pages wiki
if you're meharin standards are looser there may be some more

prima kings is usually reasonable and great location, plus a pretty well accepted hechsher. U can book half board or more on their website and lots of other travel websites. I assume other primas (royal) are similar.

my parents were at prima kings for pesach, was a great value pricewise. initially they were given a crappy old room but when they asked nicely they moved them into a much nicer renovated one. food is not as great as the plaza but lots of fresh vegetables/fruits etc. so u could be healthy.

for weekdays any shteeble, shabbos there the big Karlin or Toldos Aron, personally I'd walk 10 min to lutzk (across from the Waldorf)

Meah shearim shtiblach is about a 6-8 min walk

Also should be in a nice area to walk around in over shabbat and be close enough to a shul(ashkenaz). Looking for something 4 star(or less) rather than 5 star.  Any thoughts?

There are dozens of shuls small and large within walking distance of that hotel.
TA, TAY, a few breslov places, chabad, tiferes bachurim (r elyashivs), ohel sara (nk), slonim, ms shteiblech - are all really close
A little further you have things like the mir, brisk, theida building, r y hillels yeshiva, there's a shul from one of the abuchatzeras i  the old bikur cholim, satmar on yoel...

Thats just what comes to mind now
