From a brief search, she is the only one with such a quote. I would be quite surprised if he did say that, as just today he was saying exactly the opposite. He's saying that America wants to see a plan from Israel that makes sure Hamas doesn't regain control. He thinks the military operations are going to create a Hamas insurgency.

By demanding that Israel not destroy Hamas and agree to an enduring cease-fire, the US is demanding that Israel accept that Hamas isn't going anywhere.

Which is the same as saying that Hamas is here to stay and get used to it (since it is obviously impossible to negotiate with Hamas to get rid of Hamas).

Also, is she referring to one specific comment of his, or his general approach since Oct. 7th? Remember he called for a cease-fire on Oct. 8th.
