Indeed. Obviously UA has done some research and feels they either a) won't be subject to fine from DoT at all, or b) won't be subject to such an extent.
It says that customers will be given an option of paying full amount or cancelling ticket at no charge. What will happen if the customer does not respond to email or phone call?
What do you think will happen?
