Have you ever been to Croatia? From Joel's trip report, it sounds like that can be done quickly and is very pretty. I think there are direct flights back to the US these days.

Birth Certificate works for driving.

Check out lake placid/finger lakes areas. Perhaps there are minyanim around there during the summer.

Its not a big deal to get a replacement, $25.
Doesn't hurt to have a duplicate
I have the same issue, sent in my kid's BC for a passport (too young for a driver's license) and they are planning to fly domestic soon, so I am waiting and if a week before I still don't get it, I already called and was told that I can actually walk in and get a replacement BC on the spot

Kids under 18 don not need any ID to fly domestic

What would you use when they are traveling without their parents (instead with an older married adult sibling)?
I am worried that the airline is not going to allow a minor, 16yr old, show up without any ID with just a non-parent relative.
Think I have anything to worry about?
