It's enough for evidence, but if you ch'v get into an accident, Hertz may accuse you of unauthorized use of the CDP (which is reserved for members with a product) and refuse to extend coverage. (Disclaimer: I don't know any of this for a fact.)
If you sign up as a member online, and someone adds you as an AU on their account you should be fine. As far as usaa is concerned you don't need a product to rent and just being a member suffices. The only thing you need a product for is to have hard proof to show hertz that you are actually a member and could use the usaa CDP.
I've seen it claimed that the USAA-Hertz agreement specifies that it only extends to members with a product. I have no idea if this is true (I'm skeptical, but have no way of knowing). To be on the safe side, I'd sign up for a brokerage account as a product and put a couple of dollars in.

I've seen that, but I had a huge fight with them (look somewhere upthread) and basically I was in contact with the person from USAA in charge of the contract, you do actually need to have a product with USAA, though many USAA reps will tell you otherwise . That screenshot from Hertz is just a quick summary, USAA defines you as a member, if you have a product.
I am told that If primary renter has USAA membership, then anyone else who has USAA can also drive the car for no additional charge. Is this true? Do they need to be added to the contract? Will they be covered on primariy's CC insurance?
