If I will be going from Venice to Tuscany (not Florence, but rather wine tours, small towns, outdoor activities, etc.) and then to Rome, am I better off:

1. renting a car from Venice and returning in Rome
2. taking a train from Venice to Florence, renting from there, return to Florence, and take train to Rome
3. taking a train from Venice to Florence, renting from there and returning in Rome

Any recommendations?

Driving all the way from Venice isn't necessary.  The trains are fast and efficient.  (If you book earlier, it's cheaper.)
#3 saves you taking a train from Florence to Rome. Saves time, but:
Compare to the drop off fees for a 1 way rental.

A seasonal Chabad house is opening in Garda. For now it seems that it'll be open from June through September.

fly back monday morning

That's very close to what I did. Started in the US so arrived Monday. Wednesday to Rome. Thursday night to Venice. Sunday evening to Lago D'iseo. Tuesday afternoon back home.

Definitely could work but if not leaving till Monday morning there is no need to go to Venice Thursday morning. You are better off going Friday morning and spending an extra day in Rome, or going through Tuscany for the winery tour.

Pushed it a day so leaving Monday arriving Tues morning.
Tues till Thursday noon Amalfi.
Thinking Tuscany Thursday evening
Rome Friday - Sunday morning.
Venice Sunday/Monday. Leaving Tues morning. Doable?
