KP is global. You'd need a local forecast for the sky conditions only - so long as it's clear you'd have a shot. Personally, I'd want at least a 6, preferably 7, before I'd head out.

There were some faint sightings last night from your neck of the woods though.

About that time lapse setup picture:

I don't know if it's available for ios, but I regularly use the Lapse It Pro app on Android.

$2, and it gives you TONS of options, including nearly full manual exposure (depending on your phone), and you can render the timelapse to mp4 at full resolution in the phone.

There is a decent free version as well.
