CM: an eiruv is a string around a certain area that allows people to carry things Shabbos within that area. some people, especially in williamsburg (brooklyn) say the eiruv isn't kosher and anyone that uses it, isn't keeping shabbos. men and children feel the need to point this out to passersby.
