Yes, but at the same time some would argue that with their primary goal being self preservation, they make sure that Putin remains a threat.

Its not all or nothing, but IMO we should’ve offered no NATO membership if it it would stop the invasion

I think Biden or some official addressed that. When it was offered Putin wanted more, he wanted NATO to rescind membership from other countries as well

In short, that would not have worked, in the 11th hour anyway.

Did he justify the war because of NATO?

No.

He justified it because of the Nazi geocidal regime in Ukraine.
