My friend's wife went to a doctor's office, and the parking lot was full. Someone had parked a car right in the middle of two spaces, making it impossible for someone to park on either side of their parked car. My friend's wife tried to park in the narrow space next to this car anyway, and scratched the parked car slightly. Should she leave a note with her phone number, or did the person "bring it on himself" for being selfish in the way he parked, making it unnecessary to leave a note?

The guys a jerk (not that I'm not guilty of doing that one or twice), but that doesn't give free reign to anyone to cause him damage.

If the guy blocked you in then halachically you can do whatever it takes to get out including damaging his car (I'm not saying this is the route to go but it's an option). It's similar to the car in Baba Kamma where a guy stacks up his wine barrels in front of your house so you can't get out the halacha is you can break the wine barrels. This psak on the car situation came from R' Forscheimer.

good to know... I once actually did that. Was parked on the street and a guy boxed me in. Had a rental car so didn't care about my car but I effed up his whole back bumper getting out of the spot. Still feel bad about it... Til now

what if there is just enough space to get by but you accidentally get too close to his car and knock off the mirror?

I believe you are still covered. In the case brought from Bava Kammah up-thread the Lashon in the Gemara is משבר ונכנס, משבר ויוצא (He can break [barrels] while going in and he can break [barrels] while going out). IIRC the Mefarshim take that to mean that he can take a different path each time thereby breaking more barrels than absolutely necessary.

I didn't learn that Gemarah in a while, but isn't there a case where someone filled up the entire Reshus Harabim with barrels?

exactly enough room for 2 cars to get through. 1 pulls over, double parked, despite there being a parking spot 10 feet ahead. then a car wants to get by and honks.  the first guy wont move and insists there is enough space

To be fair, there usually is enough space ;D, but it's hard to argue with the guy honking, because why risk it. I don't know how long you guys have been in KGH, but just imagine what it was like before they made a bunch of the 2 way side streets into 1 ways. I personally have never had an issue, but my brother has lost a mirror or 2.
