Well considering that they are referring to what is happening in Israel they mean beheadings and the full package.
So there is drastically different meanings.

When I hear convicted felon, I think of something serious and not a guy speeding.

It means someone who has the full constitutional right to run and win the presidency of the United States (I'm speaking about the US constitution, not the woke constitution that has a RIGHT for abortion)
