Either way, it implies that the sum of all miles issued by the carrier has value, and therefore logically the miles themselves have value. You can't say, that guy's mileage redemption is what costs the carrier money, not mine.

But wouldn the fact thst these cant be sold require them to discount the taxable value of them to closer to nothing?

The recepient cant sell. Similar to a partner whose rights are restricted can valuate with a discount.

I was once there when my Rosh Kollel was taking to a Shliach who was known to have major financial issues at the time. He asked him how are things to which the Shliach responded "Boruch Hashem I have no problems money can't solve..."
