They have F, but like other airlines sometimes do, they don't sell it on that route.

Sometimes it's given to J pax FCFS, or full-fare pax, or elite members.
What is the logic behind this?

No matter how solid one's closing skills, if you're on a connecting flight from a partner, and you don't arrive at the airport until 90 mins before, those seats are long gone.
Note true at all, they'll very often leave at least a few of them empty, and with good enough skills you can bounce someone too.

Probably 2 main reasons, government restrictions on F cabins (Pakistan) and potential for equipment downgrade (LX TLV).

Leave a few them empty (on a plane with only four seats in F to begin with) within an hour of departure? When they're normally on FCFS basis? Unlikely.

i arrive in ICN in the morning, do you think I can go to the Korean desk at the airport and explain them that I paid for First Class and ask nicely if they can sit me in First?

It's the old F and almost the same as business class, but still...... I'm sick ;)

Also I wanna check out the KE FCL.

Ask the KE agent in NYC to do it.

Depending on what their protocol is for allocating those seats, he or she may be able to do it there.

Yes,

It depends if they are operating F. In some cases (LX, ex TLV) they give out the F seats even though there is no F service and they don't sell F in advance.

OZ F (ICN-HKG) closes the whole F cabin and you could be the best talker/closer and you'll still get nada.
