Not THAT high but high enough that altittude starts having an effect. It's 3,400m about as high as our first acclimatization stop in Nepal (Namche Bazaar, 3,440m).

Meh, I've done 3,400m (Eisenhower Tunnel, I-70 CO) with my 7 month preg wife in the passenger seat next to me

Granted, I knew in my dream where the nearest OBGYN was

(not only there, but at every place we went during that visit)

But climbing up in a short 75 minutes from DIA (1,655m) to Eisenhower Tunnel (3,400m) after a 4 hour flight from LGA > DIA... Well at least I gave her credit considering the situation she was in at the time

In Bolivia's touristic area, half the people are tourist.
People are very friendly, and i stuck to touristic activities only.

I'm a very bad example in the sense that 2 days preparation in terms of research, is a lot by me.

To do it properly you want to read guides such as lonely planet, go over frommers, etc

Hmm, this makes feel like I was supposed to have noticed something with the altitude on my drives through Colorado...

Driving takes the least efforts, so one realizes it the least.
What altitude did you reach?
Also when trying to sleep through the night, I've the altitude is felt more.

On at least one trip the 3,400m tunnel listed above.

On (another?) trip I drove the trail ridge road in Rocky Mountain Natl Park with a maximum elevation of 3,700m. I did do some stopping and walking around then, but that was on a fast day so if I felt anything I would've attributed it to the fast...

Approx from 3300 m and above doing anything harder than a slow short walk, should have given you a out of breath / tired feeling.
Maybe you though that you have energy due to the fast.

Depends for who. Some people handle up to 3,700-3,800 without a problem while when I took my pregnant wife to Yellowstone (average elevation 2,400m) she could barely get out of the car...

Those are the official guidelines. There is no official or exact science here.
Some super fit people are way more sensitive than some overweight weakling.

Yep, and not only for the fact that it's high, but it's actually the highest point on the U.S. Interstate Highway system.
But the reason you didn't notice it, is either cuz you simply do not feel it (if you're not pregnant, or sick) when the only thing you do is pressing a gas pedal...
Or - the more likely scenario - that you were blown away by the breathtaking engineering that the I-70 has to offer, that you simply didn't realize the sudden drop in oxygen
