Didn't or wouldn't?

AFAF: Recommendations for someone to build a forum (similar to DDF but maybe nicer with ability to have ads) or is WixForums easy to set up oneself and have all the features a forum needs? Any advice would help. Thank you.
If you are trying to get my attention/assistance and I'm not responding, please feel free to PM me. :)

Yes they're willing to pay. Which do you recommend is best? They want to have all the features of DDF (likes, post count, profile page, moderators, quoting posts in replies, etc) but they also want to place ads on the site to make $. Thank you.

Lesson learnt and PSA: I proceeded with this on upwork, freelancer did not deliver wanted to open a dispute upwork says you released the milestone there's nothing we can do it is your obligation to review the work if it is satisfactory before releasing the money, when I explained that there was no work since it is a upfront payment they could only confirm that I've been trapped

It is now with a simple Google Search  "upwork upfront payment scam" that I found this

Shame on upwork for even allowing such a practice

FWIW IMO these terms themselves aren't completely unreasonable, although 60% upfront does seem a little high. Personally I don't think I've ever taken that much upfront, I'd probably split it into 3 payments.
Of course there are many factors at play with these things. e.g. how big of a project you're dealing with, relationship with client etc.

I think with any industry if you're going to pay upfront you need to know who/what you're dealing with, does the contractor have a good reputation? do you have any protections? etc.

CC dispute?
Can work however it is probably against the T&C of upwork which will trigger a shutdown although I think they will be on the loosing end in that case

I have delt with Upworks predecessor Odesk. Had issues with the work that he created and he of course claimed that that he reached the next milestone.

We got him ask for more $$ via email and then went ahead with a cc dispute and won of course. Locked him out of all website passwords, blocked his email and never heard from him again.

And what was odesk's response?

I don't remember. I think that he just closed the case.
