OK, so I basically made my new desktop into Windows 7 (Classic Shell>Aero, Quick launch bar, etc), but 1 annoying thingis left.
When I try to scroll from the top of 1 monitor to the next monitor it's stops you if your mouse is at the top of the screen.

So if my mouse is where the tabs are in Chrome on the left monitor and I try to scroll to where the tabs are in Chrome on the right monitor it gets stuck on the left monitor and when I left-click to switch to a new tab I actually wind up closing the entire Chrome window in my left monitor.

Any solution?

I'm not on Windows 10, but that sounds like your 2 monitors aren't on the same size and/or resolution, is that the case?

Wouldn't that be a good thing? It makes it much easier to close a window on the left monitor, without overshooting the X.

How about this:
On Windows 10, go to:

Control Panel\All Control Panel Items\Ease of Access Center\Make the mouse easier to use

which I found by searching settings for 'edge'.

Check the box for Prevent windows from being automatically arranged when moved to the edge of the screen.
