For the same reason companies are still spending billions of dollars annual searching for Oil, Gold, and Diamonds. There's no way to see below ground.

I like how they say that all the tunnels have been found and destroyed. I think the chances are high that there is more they didn't find
I agree with that, but it's also very likely that are certain elements linking all the tunnels together which the Israelis found (leadership, maps, etc). Gaza is a small place.
