Just need a simple typing program to use for offline typing of documents (mostly in Hebrew). What should I download for this?

You should be able to use it when going to docs.google.com in the browser.

Are sure you have a laptop and not a Chromebook? You may not have the right device for what you are trying to do.

Or - and I think it's way better you just need to change what you're used to - use the new method for Nikud in Windows using the Right-Alt key (and there is no need for Caps-lock and then Shift).

It's done by pressing the AltGr (right side Alt) key with the key (Hebrew key) with the name of the Nekuddah, see this chart:

I have read through the relevant posts here and tried installing the hebrew keyboard as opposed to the hebrew standard keyboard, but im still unable to type the nekudos that would go above a Shin and Sin ie W and Q. They present themselves as an outlined O with the dot on top.

All other nekudos seem to work.

1 work around is to use google docs, but even when i copy/paste from docs the issue persists.

Might be a font issue. Is it like that with any font?

(And again, you currently have the Hebrew layout or the Hebrew (Standard) layout?)

I tried both layouts and logged out/in between, but I think i found my issue.

While currently on google docs and I believe previous versions of word, you can add the nikud of Shin or Sin above any letter as a Cholam, the new version has a dedicated cholam nikud. When you add a nikud for a sin above a random letter it will give you the error.

Edit: The above applies to both Hebrew and Hebrew Standard.
