Can it be a war crime if it was an accident? I took it as it can only be a war crime if it was a deliberate shot by Israel. If they know that they are not moving at the moment, they know that they dont have to be at the height of razor sharp alertness, especially if the yknow that they are part of a later wave.
The terrorist has no idea when the invasion will start, so they have to keep up 24/7 major event surge alertness and manning - which cannot be maintained for any length of time.

Tons of small businesses are shut bec the owner is in Miluim. - I needed a locksmith this week. My wife went downstairs to get my son from someone who was dropping him off, and she locked the door behind her so that my 2yr old wouldn't open the door and run outside.  When she came upstairs - the lock was broken, and she couldn't open it. We waited close to three hours for an available  locksmith - with a 2yr old and 1yr old stuck inside.
In the end yedidim found someone who basically broke the door down.

When you have 10x+ the manpower (and that’s just the 7.5% of reservists that were called up) then it’s easier to do.
