Protocol shouldn't allow condolences after the death of such monsters (the only difference regarding Stalin, was that at some point he became an ally and helped defeat the Nazis).

We can argue that protocol should be changed, and that exceptions should be made, but we can't make as if this administration is doing anything different than previous administrations.
