Yes, it is legitimate. Kvish 6 has two separate operators. Noach rental explained to me how to avoid getting charged. It's a real pain.

This is crazy. While in the US one could drive on an interstate highway and be charged by different authorities in different states, it is usually made clear. I'm not sure how it works regarding the toll USAGE fee, I thought car-rental companies charge that only once per day, or once per rental.
I've been waiting over 5 years with bated breath for someone to say that!

Officially they don't. I got a double upgrade on my last rental, but I might have just had good luck (agent was probably in a good mood as he was able to upsell all the extras to the prior customer).

No experience with Hertz but the toll for kvish 6 varies by how much you drive on it so it makes sense that they charge you in increments.

Not sure why there are multiple service fees though. Seems like a money grab.

I know this is a must in Israel, so trying to find out if my booking that I made through autoslash/Priceline with Hertz has this covered. I could not get a straight answer out of priceline or Hertz sounded like they wanted me to pay an extra $16/day.

It's not included unless you see it on your rental agreement. They will definitely make you pay. Noach includes it in the quote.

autoslash was $594 for 10 days, i was told by hertz that it would be $16 per day so an extra $160 = 754, noach had a rental from sixt for $750.04

I found a rental from alamo (enterprise i think) for $705.66, this one says that it includes the liability insurance. 

Any one found anything better/cheaper these days. 

I am renting from 9/28-10/8, need an intermediate size car or bigger.  I have CSR or Amex Platinum.

Hertz israel says that they have no record of my rental because it was done through priceline/hertz (non-israel) so they are not even able to see my reservation.  Not sure where to go from there.

My cousins (brother + sister) are supposed to be renting a car from Budget at TLV in a half hour. He's staying for a week, she is leaving in 2 days, so they had planned on putting it on his name.
But he can't find his tourist visa slip (he's been here for 2 weeks already).
Can they put the rental in her name, even though she won't be there to return the car, to save the VAT? (They're both US tourists, he just can't find his tourist visa slip, and I'm pretty sure that without it he'll need to pay the VAT)

I think if you show them a marriage certificate might work to waive VAT
