The issue isn't hanaa. As I said there are few issurim that are I"H (Basa bchalav, chometz, and yayan nesech are the only ones I can think of offhand). The issue is schora in ochel that is assur bachila alone, even if it's not assur bhana. Sechora includes gifts, payment, and feeding workers (including if a jew is running a nursing home/school for non-jews and wishes to feed the residents/students non-kosher). Stam yaynom is only drabanan, but has different halachos, so I have no clue if it falls under the same category, or has different rules.
