Did you get the first item? If yes try to dispute that too, saying it was a package deal and he defrauded you. Teach him a lesson and come out ahead.

If Amex needs proof, you have correspondence that he agreed to sell you an item and that you will pay via PP.  Your claim is that you never received the item.

Sold a galaxy Victory as you go phone. Clearly wrote its for as you go service a d now buyer wants to return since he can't activate it on his regular account. Should I allow him to return it? Can I tell him I can't give a full refund?

Firstly, why doesn't it work on a regular plan? Do none of these phones work on a regular plan? You can try telling him whatever you want, if he goes for it - good for you, otherwise eBay will ultimately decide..

I opened a eBay store last week to get discounts on the fees, however I sold a a few items and I didn't see any discounts, so she tells me that because I LISTED the item before opening the store, I will not get the discount. Is this true, if yes will end listing and relist help?

I also don't know the exact answer. It does make sense that it goes from when you listed the items.
