From here you see it's obviously not, but then again when checking the DOT website, it's reasoning for having the speed cameras in effect is for all the families that are picking up lunches and suppers from the public schools and etc. They will manage to find an excuse to keep those cameras on.
Again, the cameras have nothing to do with schools. They can only be near them because of the way the law was written. Otherwise, everything else is coincidental.
Are you saying this as a traffic lawyer or a layman?
Do they warn you that cameras are in use? Here in IL there are always signs for red light cameras.
waze.there are signs in random places saying enforced speed by radar , or aircraft, but have never seen anything like it near those signs.
NYC law requires sign to be posted near the cameras with the speed limit and “Photo Enforced.”
Here's a photo of the sign. In every camera zone. If there's no sign, it's grounds to get it dismissed.

Only reason for "whole year" is their claim of summer school. Now it is Illegal for a school to be open
As I said, the school zones are only due to political considerations that existed when the law was written.For example, the camera here:https://goo.gl/maps/DC4oT1BtNm8JBRvx5It's not really a school zone, but it's technically allowed because it's close enough to a school four parallel blocks away.
