I drive an old junker. The plates are held on by two tops screws, I bent my plate inwards a bit. Not enough to arouse suspicion of the cops, but just enough to keep it out of view of the speed cameras. If anyone asks I say I was rear ended by another car.

Speed cameras are placed in schools zones, but don't actually follow the schools schedule. For example, they are on until 11 pm every night. The school zone placement is more of a political than practical consideration. Tickets are also only issued starting at 36 mph.

Additionally, school zone speed limits are 20 only during lineup and dismissal times. And not every camera zone has that speed limit. A school zone for this purpose is about physical proximity, which is why a camera might be installed two blocks behind a school, though a 20 mph speed limit in that spot in useless.

I happen to slightly disagree with you on NYC's motives, as they only charge $50 when they could easily make it more.

Yes, but they put it in areas that are "high traffic" just to get you! This gives them (in some locations) over 1000 tickets a day

They happen to only be allowed near schools due to the way the law was written. They have nothing to do with them otherwise.

   I remember seeing those shops in BP who offer to fight speeding camera tickets.  Google something to that effect and see if anything comes up.

This guy did a great job fighting it, but his scenerio played a role to dismiss his ticket.

They charge what people will pay without fighting.  If they charged more, there would be more people challenging camera tickets.
