 My view on a statement like Rav Miller's is that whatever happens we are supposed to take a lesson out of it. When a tragedy happens and we say it may have been because of this that or the other thing it is simply to take a lesson from it for personal improvement. It is not to lay fault.

This has been going on for years and years. The legal battle is insanely complicated and there are so many issues it can never be brought to trial. The only option to get anything done is a plea deal. Any time a plea deal is announced there are people that are up in arms (understandably) that they could make any kind of deal with these terrorists and it gets shut down.

I don't recall exactly, but it's not because of that at all. More to do with due process (even in a military tribunal) and the resulting legal challenges.
