If the US (FBI) should investigate this killing? It is not cut and dry or you would not have numerous members of congress insisting on an investigation.

Numerous members of Congress can agree on investigating literally anything. Congress is full of whackjobs.

Besides, presented as such: American journalist got killed - maybe targeted! - by a foreign soldier, should the FBI investigate? Everyone will say "Hell yes!!!! Add to that that many believe that Israel is an occupying force committing genocide, and the answer becomes even stronger.

But if you zoom out and present it as: American ally soldier mistakenly killed a journalist in a cross fire in a war zone. An investigation was conducted with the involvement of US authorities. The US does not investigate allies and relies on their investigations. Should this country be singled out for an investigation?

The only thing cut and dry about this is that the announced independent investigation was a political announcement.

Families and Congress put "pressure" every day for all kinds of things. There were dozens and dozens of Americans killed by Palestinian terrorists, funded by US taxpayer money, who's families have begged and pleaded for years for these terror organizations to be investigated. Congress members have asked as well.

Pressure by members of Congress and families of victims is a regular occurrence, and does not warrant operating outside of SOP without actual reasons. Your reason is conflicting reports. Which reports are conflicting, exactly? Both the PA and IDF investigations, done with the assistance and oversight of US officials, conclude that the most likely scenario is that an IDF soldier shot and killed the journalist. There is no concrete evidence, because ballistic tests were inconclusive and there was no video or eyewitnesses. So what are we investigating? Whether it was an intentionally targeted killing? What reports have you seen that claim it was targeted?
