At some level. Many of the organizations listed here as helping to organize these "protests" are banned in other countries already.

The administration is under the impression that the worst thing for a ME country is to look foolish, and the consequence implied by "Don't" was "or else we'll embarass you." The admin truly sees this as a win and a closed case. Considering the last 3+ years of foreign policy history, this should surprise absolutely no one.
