Right, I got mixed up with the personal, which went down to 3k..

Doubtful, more likely American Express padding their number of cardholders for when Chase purchases the backbook due to the Marriott merger. Worked quite nicely for them with Costco in the end.

Signed up for reg amex biz offer last wk w/ 25k signup bonus. I called number on back of biz plat bc i had something to ask abt that account anyways and when i mentioned to the awesome rep the better offer on the spg biz she was more than happy to add a note saying that I should be given 10k extra starpoints when my spend is met.

No difference, either way you're "note on account" is meaningless.
